- Managed Service Points (MSP):
MSP is being implemented in DC and MD stations within the
jurisdiction of Branch 142.
- Management has the right to
implement MSP.
- MSP requires a carrier to scan
pre-determined delivery addresses on your route using a
handheld scanner.
- The MSP scans are downloaded when
you return from the street.
- MSP was designed to manage delivery
times, however, by using other initiatives such as Deliver
Unit Volume Recording Unit System (DUVRS) and Delivery
Operations Information System (DOIS), the Postal Service is
now able to monitor your street performance in a manner that
they have not been able to do in the past. The other
initiatives were costly, remember Global Positioning System
(GPS). MSP is nowhere near as costly as GSP was.
- The parties at the national level
have agreed that the time spent to scan a MSP before and
after lunch, will not decrease the carriers allotted lunch
break time.
- What should you do in response to
MSP? Carry your route as though it is being
inspected. The original intent of consistent delivery
times will be achieved if you carry your route every day as
though it is being inspected.
- Route Inspections: The Postal
Service is trying to capture savings due to the decreased mail
volume. However, they are using this as a means to not
make route adjustments in accordance with Handbook M-39.
Additionally, management has made it known that they want to
conduct route inspections on all six (6) days. That is,
they want to count, record your mail volume, and the other
office functions on PS Form 1838-C, and record PS Form 3999 on
all six days of the inspection. Shop stewards should find out
whether or not management intends to conduct mail counts and
inspections all six days, if so, please contact the Branch
office and let us know. We may or may not
already have knowledge that is their intent.
